Stephen Armstrong

Elder & Lead Pastor, Verse By Verse Fellowship

Stephen Armstrong is the pastor of Verse By Verse Fellowship (VBVF), San Antonio. He is also the principal teacher of Verse By Verse Ministry International.

Steve came to know the Lord in his early 30s while serving as an Air Force officer. After becoming a believer, Stephen experienced God’s call to learn and teach the Bible, so in 1997 Stephen left the military, found a job in Colorado, and began a self-directed course of study in preparation to teach the scriptures.

As he devoted himself to study, Stephen developed a love for an in-depth, verse-by-verse style of teaching God’s word, believing it to be the best means to persuade the unbeliever of the truth of the Gospel and equip the saints for the work of ministry (Rom 10:17; Eph 4:14-15).

In 2001, Stephen received God’s call to move to San Antonio, Texas, and in 2003 he planted a small church in the city and founded Verse By Verse Ministry International out of a desire to offer his unique style of in-depth Bible teaching to a worldwide audience via the internet.

Toby Shockey

Elder & Associate Pastor, Verse By Verse Fellowship

Toby Shockey was born in San Antonio and grew up in church and was raised by godly parents. Around the age of sixteen, he sensed a call to ministry and surrendered to that call. Toby completed a Bachelors degree at Howard Payne University in Bible and Biblical Languages and earned a Masters of Divinity with Biblical Languages degree at Southwestern Baptist Theological Seminary.

Having been mentored by men who served in itinerant ministry, Toby was led to the same type of ministry focus, preaching and leading in worship in a wide variety of Christian settings and age groups. In 2000, he founded Mountain Time Ministries with the conviction that authentic public ministry begins and is sustained by consistent time with God. In addition to local ministry, Toby has been a part of mission trips to Haiti, Switzerland, Hungary, China, Kenya, Nigeria, South Africa, Uganda, Brazil and India.

Toby has also served as a campus pastor and Bible teacher for several Christian schools, most recently San Antonio Christian School and has served in several interim church positions. God brought him to VBVF through mutual friends and preaching opportunities. Toby values expository preaching and loves to teach God’s Word verse by verse.

Finally, Toby is a professional coffee drinker, enjoys Mexican food and red meat and avoids vegetables because of their awful taste. He also enjoys hunting and spending time with his little girl, Hannah.
